The other day was watching a review of HDR1000 (?) monitor from sceptre.
They ran into a similar issue you mentioned, where Metro exodus "within" doors look absolutely dark in some parts with HDR enabled.
A "solution" or if you wanna try, is to activate within the monitor setting your HDR option, and "in-game" but in windows screen setttings change windows to use SDR instead of HDR.
Lets me see if can find the video and gonna share the link.
Edit: Well can't find it, or maybe I got it mixed with other model, but pretty sure I saw the dude running some scenes in metro exodus and mentioning the absolute lack of "detail" with HDR 1000 enabled, making everything too dark unless disabling HDR in windows but leaving the monitor HDR1000 enable in the monitor settings. (I guess due the lack of other "premium" features like local dimming and whatnot, but it was a 300USD 400 usd monitor, so nothing crazy like those thousand dollar panels.
Edit2: I found the video and case prior mentioned : the monitor was the Sceptre C325B Nebula and the video is from a channel called techcessory; around minute 19 mentions what he tried to fix the overdark problem.
First let me say I been wondering when Samsung was going to start the HDR10+ gaming ride,now if they can get more games than Dolby Vision in less than a year that would be nice.

Not just you but can be fixed through of all things reshade and in particular for perfect HDR black and colors can be set with visuals such as graphs.
Now to get to know how to use ReShade_HDR_shaders .
This guy ( https://www.youtube.com/@plasmatvforgaming9648 )has very easy tutorials on how to get the best look for HDR and even does up a SDR HDR trick for Games without HDR support with ReShade_HDR_shaders .
Anyway watch some of his videos and you will get that perfect HDR picture or set any game as you like just by changing a number in reshade.The ReShade_HDR_shaders are active and updated all the time here.

If you are using full range RGB from a source, set HDMI black level to normal. If using limited-range RGB or YCbCr, set HDMI black level to Low.

If windows set to SDR, than the game is in sdr and tv just fakes HDR, like turning 3D stereo on normal non stereo movie.
