Despite my previous comment, I somewhat disagree. There are a lot of people who [needlessly] use 4K-optimized textures in 1080p on games with poor optimization, and that will use more than 8GB. However, you are right that the added bandwidth makes much more of a difference.
You could count the number of games on one hand that would legitimately utilize more than 8gb of ram at 1080p, and even then it's not going to cause the performance discrepancy shown.

Honestly even if its just 1 game it's kind of embarrassing that a xx60 card in 2023 has trouble on a 1080p game.

That was my point. Even the games that "use" more than 8gb aren't actually impacting performance due to it. They aren't "having trouble". https://www.techpowerup.com/review/star-wars-jedi-survivor-benchmark-test-performance-analysis/4.html Jedi Survivor for instance. There's a difference between what the game is "using" and what actually causes performance problems. It doesn't even effect the minimums on cards that supposedly have several GB less than needed.
