Maybe a stupid question but if you are out of those limit (below or upper) what happen? exemple: if you have a passive radiator with 300w hd or with a negative temp WC, can you still easy OC your CPU? at least do you still have the hand on the manual setup?

No its MSI implementing stupid crap nobody wants. MSI has just been horrible as of late.

Having two lightning models is dumb and a plain old moneygrab is you ask me, it's been a pet peeve of mine for a while, i'm sure they'll step-up their game though as reviewers /hardcore tech folks are getting real clever nowadays.

Its just a new menu to set options that already existed for years. If you find that horrible... A bit of extra UI that you don't have to use hurts noone.

If they want to do something actually useful, they could start by fixing their buggy mess of a program 'Dragon Center'. I already have a custom cpu fan curve option in the bios, this is not needed at all.
