Will these APUs work in mGPU config with a discrete video card?

There's no information about that - at least I haven't seen any - but I doubt it.

There is supposedly the ability to delegate in DirectX 12, but haven't heard anything since it was initially reported.
Nothing is automatically done by magic, it has to done by the application developer. Here is a sample demo: https://github.com/Microsoft/DirectX-Graphics-Samples/tree/master/Samples/Desktop/D3D12HeterogeneousMultiadapter The same logic, though for different tasks, is used in AotS when you run the game with both AMD and NVIDIA GPUs on the same system.

In the past they could be paired up with something similar, in this case it would be a RX460, but that depends on if they can allow Vega and Polaris architectures to work together which i doubt. Maybe they can reduce power draw in that when ideal or minor graphical work use the APU GPU while the external graphics card is idle to save power consumption

Why doubt it? To my knowledge, every APU worth buying (for the sake of the IGP) supported hybrid Crossfire. Considering how much AMD is pushing things like HSA and DX12/Vulkan, I would be surprised if they didn't support it. Whether or not it is worth doing may be a different story.

To my understanding Raven Ridge is based on Vega; the APUs are just estimated to have RX 460 performance, but I don't think there was any confirmation that they are actually using an RX 460. But even if the 460 is what it comes with, just crossfire with another 460 - why does Vega need to be part of the equation in such a scenario?

BIOSes from Gigabyte should be landing today. From GIGABYTE - Matt "We skipped an AGESA (1071) because we felt it was too buggy for even BETA... Good news is new new AGESA/BIOS (1072a) ETA is Friday"

That's great to hear , meaning the new APUs are near to be released. Good thing AM4 motherboards will be supported until year 2020 with all those new cpus incoming during the next 3 years = APUs + all the new ones within 3 years time will be supported as well as Ryzen Zen + , Ryzen 2 and so on whatever cpu they trow at it it will work with only a bios update 🙂 , good times ahead !
