I like the concept but i think we can accomplish the same effect by using decent air coolers with good fans and by dropping the max voltages and speeds of the components used here.

This awesome ...but I can not help but think so 2 noctua fans on 600 rpm or so will keep it virtually silent while dropping the temps dramatically!

Not surprising really. Modern desktop CPUs are pushed to their upper limits and are given lots of voltage headroom to compensate for crappy VRMs or PSUs. Sometimes a 10% overclock results in a 50% power increase.
So, lower the boost clocks a smidge, get yourself a good quality mobo and PSU, and you should be able to shave off dozens of watts. Drop down to PCIe 3.0 to save even more power.
I intend to do something similar whenever I do a full system upgrade. Overclocking these days is boring anyway - I'd rather my system be quiet and lower my electric bill.

or just use a passive rad like the resorator i had 10y ago.
took about 30min just to saturate the loop, and i didnt need a 3D printer (nor the plastic),
and could still use a normal case.

Cool study, but in reality like @Venix said, low RPM fans are inaudible and improve cooling by leagues.
