If the glass is thick enough it should work as good from a sound dampening perspective.

maybe they could do a doble glass solution with some rubber in between, that could work

Exactly and you don't even need sound dampening material in between. It's like a normal apartment/house window, if it's double then it blocks sound better than a single window.
