Random stuttering/framerate drop is still present since 21.3.1. game run 60fps/120hz lock with no framerate drop or stuttering on 21.2.3, 4 months reporting this to AMD.

Black Screen right after the UEFI Boot Logo, can't even see my desktop to Shift + Restart. Had to reset computer during boot to trigger the Troubleshoot Options from Windos 10 (AMD Vega64 to Benq XL2430T via DVI, first tried to update over 21.5.2 Driver, second time DDU/Fresh Install). Nice Job AMD.

GCN 1, 2 and 3 (so HD 7000, RX 200/300 and Fury cards) went Legacy with this driver. I guess AMD was waiting on Nvidia for dropping Kepler on desktop first.

Wow, fps in Watch Dogs Legion benchmark dropped from 47 to 33 with RT medium and 70% temp. upsampling (1440p screen). Great job, AMD! If it now crashes the driver only half as often, this would be a wortwhile trade-off!
That game is a hot mess frame rate wise. Use ISLC by Wagner. Don't worry about timer resolution. Free Memory is Lower than: 8GB or so if you are on 16GB 18GB if you have 32GB. I'm pretty sure that if you are not in the same exact spot you will get wildly different frame rates. It's not to say you aren't experience lower frame rates.

AMD SAM toggle in the driver now under Performance.

GCN 1, 2 and 3 (so HD 7000, RX 200/300 and Fury cards) went Legacy with this driver.
They left them with a broken driver that Radeon crash randomly.

Now I can't even report the bug with AMD Bug Report Tool because a I have a Black Desktop with the newer version. Does someone have the link to a form to report Driver issues to AMD, like the one they had before?

Update: SAM toggle is under Performance -> Tuning. was on my phone when i found this out.

This is with every game any API (DX9, DX10, DX11, DX12, OpenGL, Vulkan). so far some RDNA 2 users are reporting this as well Polaris (RX 480/RX 580) and 5700 XT GPU's

Settings software got overhauled again, still crashes frequently on tab switching though. New default folder for the Wattman profiles too and it doesn't remember your last location. SAM has a toggle and a AMD brain icon talking about how it's a AMD special feature with two or more AMD components in the system whatever that's for. Not much more for now, some super-sampling (LOD?) bias toggle for a few games like Far Cry 5 in the profiles atiapfxx.blb file when compared but I just got done installing the driver so I haven't done much else with it.

EDIT: And from the AMD Reddit and topic about this driver it looks like Cry-Engine 3 titles are also still having performance issues. EDIT: Oh and a insider driver? From one of the other comments there.

I haven't had much time to play games lately, but I have experienced stuttering in Pillars of Eternity and in Resident Evil 2 (remake) which seems to stutter much worse if I run it in borderless/windowed mode than fullscreen. If I keep GPU-Z up on the other monitor, I can see that reported hz of the card appears to drop to idle clocks for a split second... I did have a chance to be at a LAN party this weekend, and didn't experience any stuttering in League of Legends, CS:GO, Overwatch, or any of the other games played like Blood and Bacon. So I don't know what triggers the stutters :|

For those with stutters or performance issues you might want to try the new optional cumulative from Windows as they seem to have a permanent fix in place for the performance regression caused by an earlier update.
